Some Service Plan configurations artificially restrict the out-bound bandwidth of your application.
This affects the responsiveness of the application and the speed at which the application pages load. For end users the application feels slow, and the application will only be able to support small numbers of concurrent users before becoming unresponsive.
It is not recommended to use rate-limited Service Plan configurations for your production applications. They are suited for development, test, QA, and demonstration roles.
